Membership Report for the 2025 AGM

On behalf of the Board of Directors, I am honoured to table the Membership Report for Municipalities Newfoundland and Labrador Inc. I wish to thank the Membership Committee, the MNL Management Team and Staff, and our partners and sponsors for their continued support in helping members derive value from their association. The past year has been one of meaningful progress and shared success, and we look forward to building on this momentum in the year ahead. 

MEMBERSHIP SERVICES 

  

MNL is proud to represent 275 municipalities across Newfoundland and Labrador, with a strong rate of membership renewals and continued engagement. This year’s membership fee collection rate remained exceptionally high, reflecting the commitment of municipalities to support the work of the association and the value placed on membership services. This financial stability enables MNL to continue delivering high-impact programming, advisory services, and sector leadership. 

Throughout 2024–2025, MNL continued to deliver a suite of member-focused programs and supports. Highlights include: 

  • Tomorrow’s Towns, advancing community resilience and sustainability through regional summits, partnerships, and project development. 
  • Housing Capacity Building Program, which engaged over 600 stakeholders and supported more than $200 million in housing-related funding applications province-wide. 
  • Financial Sustainability Program, which has now helped more than 20 municipalities resolve outstanding financial reporting issues and unlock over $500,000 in previously inaccessible revenues. 
  • Climate-Ready NL, providing natural asset planning, climate training, and emergency management readiness in partnership with SAM and NLAFS. 
  • Our Creative Home, supporting more than 20 community arts and cultural initiatives in partnership with Business & Arts NL. 

MNL also supported municipal readiness for future wind-to-hydrogen development through ACOA-funded capacity-building grants to the Burin Peninsula Energy Board and the Isthmus Development Association. 

PARTNERSHIPS 

  

This year marked the renewal of the five-year Memorandum of Understanding between MNL, College of the North Atlantic, and the Professional Municipal Administrators, continuing our shared commitment to training, applied research, and work-integrated learning placements supporting succession planning and municipal capacity across the province. 

MNL also continues its collaboration with Memorial University, strengthened through our renewed Memorandum of Understanding to advance research partnerships, data access, student experiential learning, and sector-focused policy development. This partnership positions municipalities to benefit from academic expertise, applied research support, community planning insights, and graduate talent pipelines.

MNL continues to strengthen its partnership with the Canoe Procurement Group of Canada. In 2024, Canoe generated $19,028 in administration fee revenue to MNL through member purchasing activity. This trend accelerated in 2025, with $24,113 earned in just the first two quarters, already surpassing the previous year’s total. At current purchasing levels, Canoe revenues are projected to exceed $50,000 by year-end, providing a growing and reliable source of funding that directly supports member services without increasing membership fees. This program continues to offer municipalities access to competitive pricing, reliable supply, and streamlined procurement processes during a period of rising cost pressures and market uncertainty. 

MNL events continue to be a vital form of professional development, networking, and sector leadership. In 2024, Meetings and Events generated $660,630 in revenue, with expenditures of $325,601, resulting in a net positive contribution of approximately $335,000 toward MNL.

This year, MNL continued to advance programs that support community resilience, financial stability, and sector-wide collaboration. We are proud of the progress made and the collective effort that continues to drive municipal leadership forward. 

Together, we are strengthening local government and shaping the future of Newfoundland and Labrador’s communities.
