Update on 2024 Resolutions for the 2025 AGM
Resolution 1-2024: Wastewater Monitoring in Small Communities
In 2024, MNL achieved a significant advocacy win with the announcement of $100,000 in provincial funding secured to support municipal wastewater monitoring and testing. This funding will help communities meet federal guidelines while sharing resources and reducing costs. MNL is currently collaborating with Environment and Climate Change Canada (ECCC) as well as the provincial department of Environment, Conservation and Climate Change on training initiatives, including an upcoming conference session to clarify compliance requirements and enforcement processes.
Resolution 2-2024: Review of the Assessment Act
The review of the Assessment Act remains a key legislative priority. MNL continues to call for a modernized assessment framework that reflects today’s economic and demographic realities. Further action on this file is expected following the provincial election, as MNL continues dialogue with the Department of Municipal and Community Affairs and other key stakeholders.
Resolution 3-2024: Reform of the Job Creation Partnership (JCP) and Community Enhancement Employment Program (CEEP)
MNL has consistently raised the need for reform of these programs in all meetings with government representatives. The Department Municipal and Community Affairs had begun a review of JCP, and amended to introduce a rolling intake and approval process, which represents some progress. Member feedback indicates inconsistencies remain, and MNL will continue to press for clearer guidelines, equitable access, and more responsive program delivery.
Resolution 4-2024: Firefighting Services and Support
A major success this year was the increase in funding for municipal fire services announced in Budget 2025. This represented one of MNL’s top advocacy priorities. MNL continues to advocate for sustained funding and structural supports for volunteer fire departments, especially given the rising costs of responding to emergencies beyond municipal boundaries.
Resolution 5-2024: Recreation Infrastructure Investment
MNL met with then-Minister of Transportation and Infrastructure Fred Hutton to emphasize the need for equitable investment in recreation infrastructure across the province. MNL continues to monitor funding announcements to ensure fairness and accessibility for communities of all sizes, recognizing the vital role recreation plays in community well-being and retention.
Resolution 6-2024: Cellular Service Coverage
MNL has made significant strides in raising awareness about the need for reliable cell coverage, especially in light of recent wildfire and emergency response challenges. We have met with MP Joanne Thompson, Premier Tony Wakeham and the former Minister Pike of Municipal Affairs and Community Engagement to discuss solutions, and have provided commentary in multiple media outlets to highlight the urgency of improved coverage.
During the provincial election, all political parties acknowledged the importance of cellular reliability for public safety and committed to working toward solutions. MNL will continue to press for concrete investment and accountability in 2026.
Resolution 7-2024: Northern Cod Stock
MNL met with the Fish, Food and Allied Workers Union (FFAW) to discuss member concerns and followed up with a letter to Minister of Fisheries and Oceans Joanne Thompson outlining the economic and community impacts of cod stock management. MNL continues to advocate for transparent decision-making and sustainable fishery practices that support coastal and rural communities.
